The City of Helena and Helena Business Improvement District (BID) have coordinated efforts to develop the Downtown Helena Multimodal and Infrastructure Plan. The comprehensive plan provides a combination of planning for multimodal transportation in Downtown Helena with infrastructure improvements to support redevelopment and investment opportunities. The plan is intended to complement and build upon past efforts completed by the City of Helena and the BID while providing guidance for future implementation efforts in support of City and BID goals.
This planning effort has been on-going since early 2022 with the last public outreach effort focusing on multimodal transportation and the pedestrian mall. The planning team has collected feedback from the City, BID, and public to develop a recommended multimodal transportation network and a Downtown Capital Improvement Plan (DCIP). The multimodal network establishes primary non-motorized connections linking the Centennial Trail, Great Northern District, and pedestrian mall across the Downtown. The DCIP includes a list of recommended infrastructure projects to help address areas of inadequacy and support redevelopment potential. Various programs, policies, and standards have also been identified to support both components of the plan.
