The City of Helena is seeking public input on proposed changes to the rate structure for downtown parking. The goal of the proposed changes is to reduce confusion by simplifying the hourly rate structure for all on-street, surface lots and garage parking. The changes came from a series of meetings with the downtown Business Improvement District earlier this year.

City staff are aiming to implement changes by October 1, 2024. Prior to presenting any changes to the City Commission, public feedback will be gathered, and the ideas will be discussed with the newly formed Parking Committee.
Here is an overview of the proposed changes:
Create 1 zone with uniform parking rates.
Parking would cost $1 per hour in all paid parking locations.
Currently there are 17 different zones with 3 different rate structures, depending on the location.
The 6th Avenue and Getchell Parking garages would transition to the Kiosk system.
Entry and Exit arms would be removed.
First hour free parking would be removed from these two lots, as well as surface lots 4, 8 and 10.
Paid parking is enforced in specific areas of downtown, Monday-Friday from 8 a.m. to 5 p.m. Holidays, weekends, and evenings after 5 p.m. are always free. Safety violations are enforcement 24/7. These may include, but not limited to, parking in a yellow/no parking area and blocking traffic or sidewalks with a parked vehicle.
