The Greater Helena Area Metropolitan Planning Organization (MPO) is developing its first Unified Planning Work Program (UPWP) that will guide administration, public involvement, and long and short-range planning for transportation in the area. The Greater Helena Area MPO consists of the City of Helena, Lewis and Clark County, and the City of East Helena. The Greater Helena Area MPO must adopt a Unified Planning Work Program each year that aligns with the Federal Fiscal Year (October 1 – September 30).
The public comment period has ended for the 2024 UPWP.
Public comment received will be considered when the UPWP is presented to the Greater Helena Area MPO’s two committees. The Greater Helena Area Transportation Technical Advisory Committee (TTAC) and Transportation Policy Coordinating Committee (TPCC) approve the final UPWP locally and then forward it to the Montana Department of Transportation (MDT), the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) for final approval. The Greater Helena Area MPO's first UPWP focuses on initial administrative and planning efforts and not project specific planning.
The Greater Helena Area MPO is newly formed following the results of the 2020 Census which announced the Helena Urban Area population to be 52,380 meeting the population threshold of 50,000 requiring the designation and formation of an MPO per 23 U.S.C. §134. Therefore, this UPWP is the first for the Greater Helena Area MPO and is intended to describe the transportation planning activities that will occur in the Greater Helena Area for October 01, 2024 – September 30, 2025.
