In March 2022, a group of community members started working to develop a consensus proposal for improving the Upper DeFord Trail south of Helena. The goal of the group is to "Find a solution that ensures all users, regardless of age, mobility, or disability are able to have a safe and enjoyable recreational trail experience". The working group had three meetings in March, which included site visits, to work on this proposal. The City of Helena Parks, Recreation and Open Lands Department gathered public comment on the proposal before presenting it to the City Commission.

Public comment was accepted through July 31.
