The City of Helena is discussing possible uses for funds received through the American Rescue Plan Act of 2021 (ARPA). Feedback received by December 10, 2021 will be presented to the City Commission at the December 15, 2021 Administrative meeting. Submissions received after that date will be considered in future discussions.

The City will receive $8,400,000 in one-time funds that can be used for specified purposes. City staff has provided the Commission with a proposal of uses for the funds and is currently seeking feedback on the proposal.

Below you will find an interactive budgeting tool, A Balancing Act, that allows you to share feedback on how we should use these funds. The tool highlights the City's recommended use of these funds. The Comment feature can be used to propose additional ideas for spending the ARPA funds.

There are specific guidelines for how ARPA funds may be used:

  1. Respond to the COVID 19 Public Health Emergency and its negative economic impacts
  2. Premium Pay for eligible workers
  3. Provision of government services to the extent to the reduction of revenues due to the pandemic
  4. Investments in necessary water, sewer, and broadband infrastructure
