What are the recycling rules?

If this Helena Waste Reduction Plan aims to improve and reduce the amount of "waste" Helenans produce, don't we need to know how the Transfer Station system works & what its rules are? And what about City, County, state regulations? Federal requirements? Someone must know these things. Let's avoid consideration of ideas that cannot be put into action; once we know what the limitations (legal, political, financial, scientific) are, then later on we can address these higher level impediments.

Provide recycling bins by default instead of asking citizens to seek them out on our own.

If bins were provided and we didn't have to navigate setting up billing, we'd absolutely use them every day.
